The short answer
The meter can't decide to switch you off, but your supplier can act through it. Smart Energy GB says suppliers can cut supply only in rare cases under strict conditions, and the protections are the same as for a traditional meter; the difference is they don't need a warrant to reach it. The more common action is switching a smart meter to prepayment mode remotely, which Ofgem's rules allow only after set steps and never for some households. In a national electricity emergency, the government's plan uses rota power cuts by network operators in blocks of about three hours. We found no official source saying smart meters would be used for that.
The short version
This question comes up again and again on prepping forums, usually after a news story. There are three separate things mixed together:
- Disconnection for debt. Possible, rare, and protected by the same rules for smart and traditional meters.
- Switching a smart meter to prepayment remotely. This is what suppliers actually did in large numbers, and it now has strict rules.
- Rationing power in a national emergency. The official plan uses rota cuts by network operators. We found no official source saying smart meters are part of it.
1. Can a supplier cut me off through my smart meter?
Smart Energy GB says a smart meter can't cut off power by itself. Suppliers can switch off supply, but only in very rare cases under strict conditions, and that's true whatever type of meter you have. The real difference: with a traditional meter, a supplier needs a warrant to get into your home to do it.
Smart Energy GB says the protections are the same for both kinds of meter. Before disconnecting for debt, a supplier must try to agree a payment plan and take all reasonable steps to recover the money that way, and in some circumstances must never cut off supply.
Full Fact, checking this claim in 2023, rated it broadly true and noted that Citizens Advice says remote disconnection is rare in practice. Full Fact also reported that people over state pension age who live alone, or only with other pension-age people or children under 18, can't be disconnected between 1 October and 31 March.
2. Remote switching to prepayment
Every smart meter can run in credit or prepayment mode, and a supplier can switch it remotely (Smart Energy GB). Full Fact reported that Ofgem's figures showed over 152,000 households were switched this way in 2021, before Ofgem stepped in during 2023.
Under the current rules, as Citizens Advice explains them, a supplier must:
- be approved by Ofgem before doing it;
- try to contact you 10 times (unless they only have your postal address);
- visit your home to check prepayment is safe and practical;
- offer other ways to pay, such as a repayment plan or payments from benefits;
- give at least 7 working days' notice.
Households that can't be moved to prepayment include, among others (Citizens Advice):
- debts under £200 for electricity or gas, or a bill issued less than 3 months ago;
- a disputed amount, or a repayment plan you're keeping to;
- everyone in the home 75 or over and living alone, or with others who can't safely top up;
- a child under 2 in the home;
- someone who needs a continuous electricity supply for health reasons, or whose condition a cold home would make worse.
If you're pregnant, have a child aged 2 to 5, or have a long-term or mental health condition, Citizens Advice says tell your supplier, which must then judge the risk. If you'd have to go without power because you couldn't top up, tell them that too.
3. Could the government use smart meters to ration power?
The government's plan for a long national electricity shortage is the Electricity Supply Emergency Code (ESEC), updated on GOV.UK in April 2026. What it says:
- It's for a civil or electricity supply emergency, not everyday faults or sudden generation shortfalls, which the system operator and network operators handle first.
- Customers are divided into 18 load blocks, each about 5% of demand, with a block letter based on their connection.
- Power is cut in rotating blocks of about three hours, eight periods in a day.
- Only sites on a Protected Sites List, such as major hospitals, emergency control rooms and water works, are kept on. Homes are not protected. The code says restrictions aimed at individual homes are considered impractical.
- If the code is used, rota plans would be published on the Power Cut 105 website, and network operators should give as much notice as they reasonably can.
The ESEC page doesn't mention smart meters. The cuts it describes are made by network operators. We found no official UK source saying smart meters would be used to ration power. That's not proof it could never happen, and we'll update this page if an official source says otherwise. Be wary of posts that state it as fact without a source.
What to do either way
- Keep up with bills, or talk early. If you're struggling, contact your supplier before debt builds; Citizens Advice can help.
- Join the Priority Services Register if you qualify. Ofgem says it gives priority support in an emergency and advance notice of planned power cuts where possible. Contact your energy supplier and network operator separately.
- Be ready for any power cut, whatever the cause: a torch and spare batteries, a charged power bank, warm layers and food that needs no cooking (Be Ready). See keeping warm without power and portable power stations.
- Report power cuts on 105 (England, Scotland and Wales) or 03457 643 643 (Northern Ireland).

Frequently asked questions
Will a smart meter switch me off remotely?
Smart Energy GB says a smart meter can't cut off power by itself. Suppliers can switch off supply in very rare cases under strict conditions, and that is true whatever meter you have. The protections against disconnection are the same for smart and traditional meters.
Can my supplier switch my smart meter to prepayment without asking?
Only by following Ofgem's rules. Citizens Advice says the supplier must be approved by Ofgem, try to contact you 10 times, visit your home, offer other ways to pay, and give at least 7 working days' notice. Some households can't be moved to prepayment at all, such as homes with a child under 2 or where everyone is 75 or over and lives alone.
Could the government use smart meters to ration electricity?
We found no official source that says so. The government's Electricity Supply Emergency Code (updated April 2026) describes rota cuts carried out by network operators in blocks of about three hours, and it doesn't mention smart meters. We can't rule out future changes, and we'll update this page if an official source says otherwise.
How would rota power cuts work?
Under the Electricity Supply Emergency Code, customers are split into 18 load blocks, each about 5% of demand, with a block letter based on their connection. Power would be cut in rotating blocks of about three hours. Plans would be published on the Power Cut 105 website if the code is used. Homes are not on the protected list.
Does a smart meter work in a power cut?
No meter supplies power in a power cut. Report the cut on 105 (England, Scotland and Wales) and follow your network operator's updates.
